i don't think it is "vote buying." it isn't necessarily the case that we vote for the ruling party in exchange for receiving this package. it is also not a direct conscious trade. at most, the growth package can only be construed as a carrot and the most you can do, is to provide compelling reasons for people not to be swayed by this carrot.
