Yes, it came out before the Japaneese version, because it was developed by an American company first. This is just the Japaneese version to show us the similarities between the Japaneese and U.S. versions.

1- Unlike Japanese, English is non-gender specific. Something said by a woman may seem utterly strange to a Japanese listener. Possibility made more sense to change the gender of the speaker rather than what is being said.

2- We can differentiate the subtle English dialectical & intonation differences. I'm sure there are Japanese accents that reflect growing up on "the wrong side of the tracks" but hell if I could tell that.

Answer for 2. well of course...it's a game for the X-Box...which kinda happens to be Microsoft, which happens to be an american company, not to mention american puplishers that produced this game...so yeah, it's obviously going to have english VA's, before any other country get there grubby mitts on it.
