As has been said - unsustainable population growth. Horn of Africa is the biggest recipient of food aid in the world meaning their population grows upon artificial means as well. Basically they're aid-dependent nations and if you know anything about basic human psychology you'd know why this is a huge problem. Horn-Africans have serious self-confidence issues and no hope in a better future. Mentality in the region and policies towards it need to be changed. :(
