@paperchasin23 He's just extremely efficient, he hits the high E with both fingers as they go down, then again as he brings them back up, so he doesn't have to move quickly to play fast.

@TheBhalley Actually, I think he's using his first three fingers and bringing them upwards every time. You can see it if you look close and can here the three notes repeating over and over. The rest is with his thumb. Either way this guy knows how to play guitar beutifully.
