About the security guy if he's with a private firm I don't think they have badges like everyone else. If he's impersonating a police officer with the city and he really isn't one than that's illegal. Police officers always have their badges showing and you should be able to get their badge number and whatnot.  It would be interesting to see if you can find out what security firm is doing this and if it's in various places or just your area. Obviously the security is for unfriendly press.
