Given this practice and the fact that Jackson was one of the biggest names of the 20th century this makes sense.
The Congress, unlike commenters on Youtube also respect the principal that a man is innocent until proven guilty.

I think your country should be proud to have him, one of the world's most recognised icons. My grandmother is a 86 years old Vietnamese lady. She knew only few Americans: Clinton, Bush, Obama and Michael Jackson. The kids who grew up with me since 1980s lived in very poor houses. Yet they knew Michael Jackson before they knew TV. For this he deserves more than a moment of silence.
