You're wrong. If you download The Incredible machine 1, you can find this in the custom puzzle map.

I don't think you can make puzzles in TIM 1. You can make a working machine, but you can't give it a goal, lock down parts, or only have certain parts in the parts bin. So, while this DOES exist on TIM 1 as a custom file, it does not exist as a real puzzle in that game. The Even More Incredible Machine, which was an expansion of sorts to TIM 1, had this as a puzzle in the puzzle listing (with all necessary elements), although it still included this as a separate machine file.
