The rules state that if a colour cannot be respotted on it's own spot, it must be respotted on the highest valued spot available. Black is worth 7 points and it must have been off it's spot. Therefore the ref respotted it there. The afterwards Drago potted the black and because the black spot was taken up by the blue, it was placed on the blue spot.
