my dog will rest its head on my lap and will look up at me, so dogs can swivel there eyes, and yes they can look up but only to a certain extent not 180 degrees or straight up

of course dogs can look up. and it's easy to test the theory. have your dog in the garden, then go upstairs, open a window and call your dog. you'll see that they have no problem whatsover looking up. isn't it pigs that can't look up? I've never seen one doing it...
