Much as I love Phil Ochs, this song misses the point. The Bracero program was the result of the extreme labor shortage in the fields because of the Japanese Internment during WW2. Guess what, the Mexicans came of their own accord because the opportunity was better than what they had in Mexico. Regardless of how we feel about their pay or the conditions, it isn't for us to comment when the workers of their own free will individually came for a given wage.

Do you know anything about this specific situation or do you just reflexively cry exploitation when you see someone do a job you wouldn't do for a wage you wouldn't accept? Myopia much? No, they didn't stay in the Beverley Wilshire or become overnight millionaires, but how can you claim exploitation - criminal or otherwise - when someone offers a job for a certain wage and people desire it so much that they leave their families, land and country to come take it?
The only criminal exploitation in the situation is the ethnic cleansing committed by the US govt against the Japanese descended people into slave labor camps. The exploitation is the then-socialist Mexican govt that made jobs and food so scarce that people were willing to accept low pay and difficult labor. Too bad you weren't there at the time to tell all those people what the just price for their labor was. Apparently you know better than the workers, the farmers and the market.
