These referee mistakes would not happen if there were care to allow a downward slope surface after the goal line, so all balls bouncing upward will also bounce forward, never returning to the play field.

A two or three degrees downward slope would suffice, the goalkeepers would not even notice the downward orientation. The reason the ball bounces back to the field is because that slope is upward. No need for end-line extra referees.
