What makes you think that people that are getting raped don't say stop? They always say STOP. The rapist isn't going to listen to you. You're making rape seem like it's consensual. @tangocash44 There isn't always an opportunity for someone to speak up if they're being taken advantage of. Intoxication or date rape drugs incapacitate victims so that they are useless to aid in their own defense, and sometime are not even conscious. This does NOT mean it is their fault because they did not speak up. The fault is always on the abuser, and the bystanders who may have seen it play out but did nothing.
