From the looks of it , the writing says " T%3f3o3ydxe Bmssfxy " . I know that seems like gebberish , but thats how it looks to me . I assume the bottom Word in the Video possibly says Gallifrey , while the top bit could be three Words , saying " the Timelords of " , making it the Timelords of Gallifrey , but will find out once your Video is up . Obviously it's about the Timelords due to the cut in half Seal of Rassilon Symbol .

Well, he seal of Rassilon split in 2 tells me its a Doctor Who Project, so thats good.
