That man is actually Ryuji, Reiko's ex-husband, who died after they found Sadako's body. He appears in the end pointing to Reiko's video to show that she has to do a copy of the original video tape ir order to survive.

It is hinted by Ryuji that Sadako wants to be stopped (see Ringu 0), so that man in the video is meant to help Reiko in her quest. First he appears to warn her that her son is watching the tape and again in the end.

@VictoriatheNomad I'm not saying that the man in the video is literally Ryuji, but Ryuji did appear in the end after he was killed by Sadako wearing the same clothing and the same toal of that man in the video.

Also that man is doing a chanting that lead both main characters to the island Sadako was born. So, he is the one to point out the truth if you can say that way :)

Yeah. The plotline of "The Ring" is comprehensible to the American culture more. We all can relate to the mother regretting to kill her own daughter and feeling sorry for it("The Ring"), but we can't really relate to a father cutting his daughter with a machette("Ringu").
