Fools. The gun doesn't shoot plasma. No gun fires plasma projectiles. A railgun uses electromagnetic fields to propel projectiles at high speeds, a coilgun uses electromagnetically charged coils to pull an object and fires it. At least google something before you assume.
A railgun with a high enough voltage can excite the projectile so much that it becomes a plasma. The plasma is still conductive, and accelerates due to the lorentz force as does a normal solid projectile.

Well, in that case, I'd have to know how heavy your shell is (I'm assuming that 0.5kg is the mass of the explosive itself), and how fast you want to get it going. Assuming a 1kg shell at, say, 200m/s, and that you can get 15% efficiency out of the thing, you'd need a 130kJ capacitor bank. With the best-priced (used) pulse capacitors I've ever seen, that would set you back at least $8k. I believe they were rated for 15kV and a 50kA max discharge each, so 15% efficiency may be a bit low...

No, that muzzle flash is due to the projectile going too fast, overheating, and breaking apart.
Especially since he uses a projectile that isn't fully metal.

A Railgun and Coil guns are working completly different....
The railgun uses the "Lorenz Force" and the projectil is accelerated by magnetic "whirlforces"
(Wiki answers better, sry for my bad English)
The coilgun uses simple magnetic forces.
One Magnet attracts the Projectil, and when it's close enough, it shuts up and the next magnet is activated....
And this gun looks like a coilgun, but I'm still not sure!!!
