I've had my issues with the special infected, but the best tactic if the normal zombies come at you too is to run like buggery. The special infected will usually wander off while the normals follow you and you can pick them off.
Or jump up on a car or van and hit down at their heads with a blunt object with decent range. While up there toss a molotov at the special to weaken him.
The thugs, hit and run while targeting the arms to break them. They still bite, but easier to avoid.

Honestly, I pre-ordered it but when I saw the gameplay it looked EXACTLY like they had copied left 4 dead, blended borderlands and thrown the two into a skip. Was not impressed AT all....
