Sorry to be the grammar Nazi but I see it as my duty as a speaker of the English language to point out that that the first word in that question is "were".
He was saying that those who are in control won't like the answer and they won't like the real question either.

One-way to check proper structure for a question that works for me is to answer the question posed via a complete sentence.
