Yes, the Doctor has already met Toshiko, in "Aliens of London". He's also met an old relative of Gwen's in "The Unquiet Dead", called Gwyneth. Although, if Owen hadn't have been hung-over on the day of the space pig invasion, the Doctor would have met Owen instead of Toshiko, because Toshiko was only pretending to be a medic to cover for Owen, who was hung-over from the previous night out. It all gets very complex. Like throughout series one, there were two Jacks. One in cryogenics, and normal.
Yes I agree Tosh and Owen's deaths were depressing, but still its TORCHWOOD! On that show and Doctor Who whenever someone dies there is always a good chance they will be back in a few weeks.
