They didn't become independant until later when they had their own revolution. Actually, ROC did control Outer Mongolia after the fall of the Qing. Outer Mongolia was still part of the ROC post revolution. They didn't become independant until later when they had their own revolution. At the time the ROC was fighting a series of civil wars with the Warlords and Communists, so they never had the chance to take back Mongolia
