This quote is verbatim of what Giuliani said:

What part of "Obviously I thought I was that person." is unclear about his opinion of himself? He says this first and then later, after withdrawing his candidacy, endorses McCain, calling him "most qualified."

After withdrawing, he began his endorsement speech, starting off with "John McCain is the most qualified candidate..."

Sounds like "While I ran, I believed I was the best candidate, but since I'm not running anymore, McCain is." I think the key point is Giuliani said that McCain was most qualified AFTER he withdrew from the race. If he had made that statement before withdrawing, he would certainly have looked stupid.

Well, he first said that if he had not run for president, then his choice would be McCain, next he officially withdrew, removing himself form the possible choices, and finally said that McCain was most qualified.
