@necrotacoz It's not a marked quest, you have to have access to Paradise Falls. Once you have discovered Little Lamplight all you have to do is talk to Eulogy in Paradise Falls, and ask him if he is interested in any children. He will gladly accept, then just talk to the little girl Bumbles, convince her to come outside with you and it is done. It helps if you have a high speech or child at heart perk. Hope this helps.
