It is important to get this point otherwise you miss the whole argument:

Government regulation is NOT the same as government censorship. For example, the government can pass REGULATIONS that censorship of the Internet is illegal. Do you see?

We want the US government to REGULATE that telcos cannot control or influence the passage of Internet content in favour of one party or another.

I don't think that telecom companies should be able to influence content. It's similar to contracting out a construction company to build a road and then allowing them to collect tolls on that highway. Regulation is the domain of the government and not the corporations.
