I have seen this design before. It is exactly the same as what the nomads in Mongolia use. I believe they can set it up within one hour with just a few people. My guess as an untrained person is that these tent like structures are far stronger then the buildings that collapsed in Haiti. The outer wall is a complete circle and carries all the load, it can be considered as one piece. Round structures are stronger to begin with and do not collapse as easy as square structures.
