He's not in scale with Megs cause they're using the 1st movie mold (whose very short). ROTF leader megs is as tall as the tip of screamer's "shoulder wings" whilst top of starscream's head only comes to ROTF leader prime eye level (although the shoulder things make Screamer larger):

in the movie prime is 32feet, Megs=34 ft and ss is shorter than both so....
