To get the Balloon to Move in Emulator, Press the Down button first, Then you can Move it by press and hold the Foward button. I just Figured that out Myself.

You're doing it wrong.

I don't get how to make the balloon move...

The same way you get Diddy and Dixie to move. You also need to use the steam jets to gain altitude.
