The authorities here would go absolutely spare if organised crime syndicates were getting up to this sort of shenanigans in our waters. They'd probably get the Navy involved in stopping it. This is far worse than using these coves for smuggling even drugs. Even if they retrieve these barrels and prove there was no actual contamination of the seabed or soil, the lost reputation alone would wreck the local fishing and farming industries for the long term.
