it looks pretty usefull and makes the process go faster.

@kongsifu that tool is called a whip finisher, and i believe it is most likely illegal in Wisconsin.

@flytyer232 you are allowed 3 hooks/lures in the water per fisherman at a time in wisconsin. . . but why would you waste time with tying this with thread when alls you need is two palomar knots? just my 2 cents

@chicaconchile456 you could use the rig as is for trout, just put some slip shot above and bait with worm or minnow.

check at your local bait shop, my 1st guess is that no, it's not, since California is a very liberal, and full of lots restrictions on the sportsmen.

well it could not be illegal, it depends on the river you fish, but yes, there is alot of illegals rigs, mabey i show a few....
