Why do the androids get weaker the higher the number (except Otto, as far as I know)?

Androids 17 and 18 are far stronger than 19 and 20.

Android 13 is even stronger than Perfect Cell (although only in super form)..

But then he realized android 1 would be too dangerous, and thus used small parts of no.1`s technology to make the "lesser" androids, 19, 18,17 and so on, yet he always knew that the lower the number, the more of the original no.1`s tech he would have to use, thus more dangerous his creation.

While 8, was rather created by the other scientists he cooperated with.
