To get the attention of people!
"Train headlights on the leading engine are also utilized to provide track illumination for
train engineers but also to improve the visibility of the train to motorists. Train headlights
are required to be on whenever the train is in motion. Ditch lights are additional lights
placed on both sides of the lead engine to improve the visibility of the train to drivers. In
1995 they were required on all new engines and became mandatory on all engines after
1997.
