Sounds like Stan Ridgeway and Wall of Voodoo. The entire vocal approach and percussive drive is all Wall of Voodoo. Now Elfman is a great musician and does not need to copy -- I have to assume he is "paying" respects to another avant garde band just as strange as Oingo Boingo. They both sit together on my shelf.
