I went to a private school with a closed campus, and not only were we not allowed to go off campus, but they locked all outside entrance doors so even if you got out, you'd be caught trying to get back in. Of course, our campus was in a very dangerous area of the city, so they were trying to prevent kids from getting hurt or killed. That may be the case here or it may be that it's just a rule all across the school district.
