Do these rules vary at all in England? I know we do some things different. Im pretty sure that on the 10th rule, I was taught at school not to use punctuation where a joining word is used. That may be due to having a rubbish memory and was not actually taught that or that's just how it's done in America but not England.

Professor Ruth Hannah's teaching is clear and concise. Students do find this tricky, but these rules, if carefully noted and practiced, will give greater confidence in the use of commas.
