The frequency being used ie: 15515kHz is within 19m SW broadcast band and therefore high power stations playing music on 19m is not uncommon.
I have no idea where you arrived at the idea that this was a "jammer" but I think you will find that its just a commercial Chinese station playing niche Chinese music.

That's not allocated to broadcast Neither is 10300 or 14700. It's jamming a broadcast. Also, a ham radio license doesn't mean you're a utility station expert. It just means you acknowledge the existence of HF.

They have reduced some of the SW jamming at the same time they reached an agreement with Google to censor and report Chinese people who visit websites "against the Chinese government."

I have been in china during the olympics. Great Country, nice friendly and assiduous people. I carried my shortwave radio with me and there was no firedrake or jammer receiveable at any time. I travelled different places, never heard it.
So I believe this is all a big fake, pirate station or something, and some ppl try to blame china.

Jamming civilian short wave radio transmissions is ILLEGAL regardless of who does it. BTW, I grew up 11 miles from COMMUNIST East Germany. Under Mussolini and Franco (fascists) private enterprise meant private CONTROL. Not so in China. The Communist politico-economic model is more complex that just sharing. If the Chinese really wanted to block all foreign media, why do they not transmitt for 24hours on all 240 channels - I have counted so far..?! It's not not sufficiently effective enough to jam only particular hours couse they can't watch broadcast all the time. So I still believe this is just traditional Chinese music, to make PPL having a good time, relaxing... while listing a good tune on shortwave radio. And so I do. Also bought the CD on Satdirectory. So its all fine so far.. No jamming at all. just nice traditional music to practice Falung Gong at home without having a stereo
