@odsca Chris was a member of STARS until it was disbanded after the Raccoon City incident. In 2004, he was a BSAA SOA. New info from Capcom stated that in 2013, he's now a captain in SOU. Leon was just a rookie cop until he was recruited by the US government after his involvement in Raccoon City. Leon is still part of a secret military detachment. I hope this info helps. :)
