Opening the cylinder and tipping the gun back will dump the expended cases if they dont come out you push the rod that is coming out the cylinder (ejector rod) and it will push them out. The bullets themselves are held very tightly in the casing, the casing has a rim larger than the rest of the case and the cylinder so it cannot fall through.

For the most part yes everyone can own a gun except where some local governments have banned them, Washington DC is an example, you cannot buy handguns in DC. The same applies for carrying guns. Most states you can get a carry permit. Some a more stringent than others. The exception being Alaska and Vermont where as long as you can legally own a gun you can carry it without state approval (a permit)
I live in Tennessee I had to take a 8 hr class 4hrs classroom 4 hrs range time, be fingerprinted background checked and pay $115 to the state to get my carry permit.

I can understand why you would think that, however the auto loads itself immediately after firing, the revolver on the other hand does not place a round in the position to fire until the either the hammer is pulled back (cocked) or in the case of a double action the trigger is pulled.
The 40mm M203 grenade launcher is available to civilian sale, but it too requires a $200 dollar tax stamp. Furthermore, to buy a high explosive round you need to apply for another $200 tax stamp for each round, each round also costs one hundred plus dollars if you can find one.
One critique: Automatic weapons are not illegal per se. You just can't sell any manufactured after 1986 and pay the $200 tax on it to a non-law enforcement or non-millitary agency.
