Because all of the good 15's players from Fiji get sucked up by New Zealand, like Joe Rokocoko. When it comes time for International duty the NZRU and the Super 14 clubs, Crusaders, Blues, and such do not release the Fijian players for the Internationals. Plus Fiji as a country is not the wealthest of nations. And all of the good players play all across the globe. Trevor Leota plays for the Wasps in London. So it is hard for Fiji to gathers all of the players for a stong player pool.
