The reason why there is a de facto civil was in Iraq was because of the way the Baathist's, who were mostly Sunni, abused the Kurds and Shiites during Saddam's regime. One can argue that if it weren't for the Kurds and Shiites being armed, they would have been just massacred instead of being able to put up a fight. There was a reason why Saddam had to use gas to fight the Kurds. He was having difficulties because of the resistance.
