And in the rare cases it does result in an arrest they just get a slap on the wrist.

I can assure you that if found in violation of whatever that municipal law is, one has to be doing it on municipal property, which results in a small fine or slap on the wrist. What is the penalty for drinking and driving in hot springs? Is that limited to city proprty?

My argument is simply that if you want to live in a country that guarantees it's citizens freedom of choice, you shouldn't complain if someone makes a choice you don't agree with. Try telling the family of a dead US soldier that the freedoms their son or daughter died for should be limited only to freedoms you personally agree with or understand.
