Actually no she doesn't seem to be evil but she does hire herself out to very evil villains like the Sons of the Serpent,Green Goblin and of course Captain America's main enemy the Red Skull,she is more like at first a villain herself who keeps on helping Steve,so in the end she is a hero although one who keeps on going to the wrong side
The same would be true for Sharon Veltura(She-Thing)in the Fantastic Four comics,there both heroines who didn't know they were on the badside for a time
Outside of Sharon Carter, Rachel was really the only woman I ever saw for good ol' Steve to begin with. Personally, she's my fave mainly because their chemistry together was among the best in the MU. Hope she doesn't remain in obscurity for too long as I'd love to see her back in some capacity, especially with Steve currently settling into his new role after passing the torch to Bucky...
