Not exactly, Steve.
The first appearance of the "I Think You're Ducky" theme
was in 1933, whereas this cartoon is from 1935.

The theme used in the Merrie Melodies series from the fall of 1933 through the summer of 1936 was "I Think You're Ducky" [Tobias-Marks-Claire], replaced by "Merrily We Roll Along" in the fall of '36. This was first released in July of '35.
