It was made using Soul Calibur 3, namco took over the Xenosaga series and they already owned the Soul Calibur series. These two characters were created using the create a character feature, the Kos-Mos items are unlockables, the naruto character was just clever use of standard create a character items.

Soulcaliber 3 has a KOS-MOS costume and hairstyle(super X long?) but the Naruto was a total knock-off but the colors where a bit light for him (no offense!)

In the first game you can get a extra weapon called R-Scythe, so that's prbably what they were thinking of.

Complete Chronicles and by then you should unlock the armor parts for KOS-MOS.
