Cost them next to nothing as they are fan boys who already had the costumes. Look up 501st Legion (also known as "Vader's Fist"). Last I heard they could field over 1000 people in full uniform. They did security for Star Wars Celebration 2 (put on by Lucas Films and GenCon) while in uniform. This movie is about 10 years old.
