in the remake they furthered the cutscene with DiZ before the Castle Oblivion level, and it shows him hand Riku and Mickey Organization cloaks. So that's how they got them. They failed to show it in this one which is why it seems they just looted them off of the corpses of the dead Org Members.

Riku's story is a hell of a lot shorter than sora's so it's quite obvious that Luiz got through it quickly

Makes perfect sense, I never really noticed as I played through it.

Sora's story had a tons more cut scenes too, which easily increases it's length.
