The film was funded by some orgs from French only later. The entire film spans from the year 1996 to 2008. While I wouldn't claim that it is the entire situation in China; it certainly is well worth a watch and does represent the undersides of the current political system of China.

發生在2010年7月，湖北省政法委綜治辦副主任的太太陳玉蓮被誤認「上訪」，便衣公安將她毆打了16分鐘，就是一個鮮明的例子。武昌公安分局事後馬上到醫院探視，還連連道歉說：「誤會，純屬誤會。沒想到打了領導的夫人。」不過有網友質疑，難道公安對上訪的老百姓大打出手就是「打對了人」嗎？
《南方都市報》還發現，6名打人的是當地公安的「信訪專班」人員，每天的工作就是對上訪人員大打出手。網友反諷說：這6名「人民警察」應該升職加薪。因為他們盡忠職守。凡是看到可疑的上訪百姓，第一時間衝出來！而且一下手就可以使訪民失去反抗能力。一旦出事了？隨便說個黑社會就能過關。
