It does seem a bit misleading doesn't it? They should have had the counter in the hundreds and at least then it would have made more sense when it limits you. However, I guess they'd assume you'd use most of the ADAM you pick up anyway.

On Hard mode, it's eve consumption and cost for Level 3 is a waste of ADAM and time in my opinion. It's just not that effective.
