The people targetted are those with open bags, pockets etc., ie. those who would become victims of pickpocketing, or, to look at it another way, the putpocket wouldn't target someone protective of their belongings.. In a way it's rewarding people for doing the wrong thing, in that someone who's a likely target of putpocketing is also one of pickpocketing. What this could lead to are those looking to be putpocketed, who just end up having stuff stolen.

As far as I'm concerned, either is a crime & police should take action to stop it.

as such, by putting cash in your pocket (which doesn't exactly sound illegal, and never should be. nothing of value is lost), they'll be slapping you in the paranoid face. if you don't want someone in your pockets, you secure your pockets.
do you also think it should be illegal to take pictures of your house from a public street?
