do their ears naturally stay up when a puppy or do you need to pin then up?

They naturally go up as they mature. My bf has 2 German Shephers pups and their ears do the same. They're floppy when their pups but sitffen and go pointy as they get older.

I've also seen german shepherds with floppy ears when full grown too, that's why I asked about these.

It depends on the dog. Some ears get pointy at an early age, like 3-4 weeks, even. Some can stay floppy up until 4-5 months, and i've seen adults whose ears never point. Our siberian husky's ears aren't pointed yet, but his litter mates are.
