so here is the thing, it was clear(as in officially stated) that he loves elena from season 1 but when katherine returns he is willing to forgive her and start over and be with her, and confesses his longing for her. yes he may "love" elena but he cant resist katherine and when it come to katherine damon is weak and vulnerable. his heart will always be katherines
