I am an Eagle Scout and I have been to many flag retirement ceremonies, before burning,
-one flag, usually the largest should be cut up based on its design, i.e. the blue field should be cut out in its entirety because it represents the union which should never be divided
-then the stripes should be cut out
-then the stripes should be carefully folded and placed in the fire one at a time allowing each stripe to completely burn before adding the next
Why are they burning US Flags? I have seen a video where a mother was detained arrested and arraigned when her son was standing on top of a US Flag on a side walk, by police.

-there are many passages of dialogue that can be read as you are waiting for each piece to burn completely, these can be found online

Listen to the commentary from the scoutmaster. This is the proper way to "retire" worn out U.S. flags.
