I think it's a mixture of the words "hypercane" and perhaps.. some sort of drug ending with -caine

Hypercane is a type of extremely powerful tropical cyclone/storm, like a hurricane.

-caine is a "common ending for alkaloids used as anesthetics" (procaine, novocaine, cocaine, etc.)
